There is 1 very full layers of gathered fabric on the crinoline with 4 ruffly tiers on it which is attached to a cotton or poly fabric with the waistband. This will give it a nice poof under a square dance skirt or vintage dress. (Waistline lookes uneven at the waist on the photo but that was because I
